The question whether the arrange.ents proposed
for Chinese Maritime Customs examination of through
goods at howloon would prejudice our position under
the 1948 Customs Agreement, was considered here
before my telegram No. 1753 was despatched and my
advisers reached the same conclusion as that stated
in your paragraph 4. I have no objection,
therefore, to the relevant passage of the draft
quoted in your paragraph 5.
