Gemmans on 16th February that "the possibility of an increase in power, which would improve the service to all parts of the Colony, is already being examined”. He would be wise, therefore, in my view, to prepare the way for the development which we have in mind by positively stating it in the form in which it will be presented, namely as a domestic development which may incidentally have the effect of making the local service audible outside the Colony. If the plan were to come to nothing, it could be explained easily, and probably accurately, on the ground that a suitable transmitting site was not available,
