10th November to Morgan about the terms of reference for the Regional Information Officer in Hong Kong, I enclose a copy of a saving telegram which we have just received from the Governor of Hong Kong containing a revised version of the terms of reference. The changes are compara- tively trivial, and we hope that you will be able to accept this revised edition of the terms of reference.
