Directive Procedure.
18.
The present procedure for providing guidance on all propaganda lines from London is inadequate. It refers only to the Chinese problem and goes only on Foreign Office authority. It is proposed to deyise a directive procedure which will cover the whole field and which, where necessary, will go with Colonial Office authority as well as that of the Foreign Office. 19.
It is also proposed to provide a summary of the I.R.D. periodical "Trends of Communist Propaganda" by telegram to the Regional Information Office, Singapore.
