19. The Governor has full confidence in the Commissionor, but is prepared to agree that there may be a case for considcring sending out to the Colony an export in Special Branch work who could advise on the improvement of the organisation.

20. The Officer strength of the police force in British Officers is deficient of 1 out of an ostablishmont of 41. I understand that stops. are in train to post additional officers. It is important that they should be sent out quickly.

Development of Counter Propaganda.

It scomod to me from roading the local pross and from the press conference, that much moro could be done by judicious counter propaganda for the population is no doubt subject to the influence of heavy Communist propaganda both by press and radio. Our own broadcasting service might be re-cxamined. I was impressed by what I heard from the U.S.A. broadcasting service which persistently puts the U.S.A. over, whilst as I listened for example in Ceylon to a British Overscas Service broadcast, it summarisod newspaper Editorials in, no doubt, an impartial mannor, but th roby leaving the impression, o.g. in relation to our own dock strike and railway dispute that nationalisation had failed and that the Governmont could do nothing about it. It seems of the utmost importanco that the freedom and comparativo prosperity of Chinoso in Hong Kong should bo

constantly placed in contrast with the daily lessoning of freedom under a police stato in China and the lower standard of life thoro.
