You will have observed from my confidential

circular savingram of the 3rd November that

further action on the Draft Convention on

Freedom of Information has been postponed until

the Fifth Session of the General Assembly, and

that it is proposed to include provisions on

Freedom of Information in the Covenant on Human

Rights. Moreover, the questions of providing

Colonial Governors with pre-emergency powers

and the policy to be adopted towards the

Freedom of Information provisions in the

Covenant still under consideration by His

Majesty's Government.
