My secret telegram No. 314 of the 21st March,
Printers and Publishers Ordinance.
You will have observed from my confidential circular savingram of the 3rd November that further action on the Draft Convention on Freedom of Information has been post- poned until the Fifth Session of the General Assembly, and that it is proposed to include provisions on Freedom of Information in the Covenant on fuman Rights. Moreover, the questions of providing Colonial Governors with the pre-emergency powers referred to in my telegram under reference and the policy to be adopted towards the Freedom of Information provisions in the Covenant are still under consideration by His Majesty's Government.

In the circumstances I regret that I am at present unable to provide the guidance promised in my telegram under reference and some time may elapse before I can do BO. I shall of course advise you immediately I am able to but in the meantime I should be grateful to know. whether the further delay is likely to give rise to any serious difficulty.
