At No. 22 the Chiefs-of-staff Committee
approved the text of the draft telegram from the Prime Minister to the Minister of Defence, including the text of the new instructions to the Governor of Hong Kong (see No. 18 and enclosures).
No. 23 is the text of the telegram from the Prime Minister as despatched to the Minister of Defence.
No. 24 in forms the Minister of Defence of the personal message to the Governor of Hong Kong (see No. 21).
These can all be put by.
No. 26 is satisfactory. It was discussed urgently with Sir T. Lloyd, Mr. Macdonald and yourself this morning. It was ascertained from the Ministry of Defence that the Chiefs-of-Staff and General Festing had approved the amendments suggested by the Governor, to which we proposed to add a sentence telling the Governor that, if he decided to refer to the Secretary of State, he should inform the B.D.C.C. that he was doing so. This amendment was to be telephoned to the Secretary of State and to the Prime Minister at Blackpool, with a view to getting their concurrence, at lunch time to-day. We shall no doubt get a copy of the ensuing reply to the Minister of Defence's message.
