In the event of war between Russia and the Western Allies, the initial land and sea threats would be only slightly increased, but the increase in the air threat might well be substantial.
Recommendations
13.
We recommend that the British Defence Co-ordination Committee, Far East, approve this report and authorise the despatch of copies to the Governor of Hong Kong, the Local Defence Committee. Hong Kong, the United Kingdom Liaison Mission, Tokyo, the United Kingdom Services Liaison Mission, Australia.
