The situation is of course constantly changing and is under close review here all the time: we may therefore wish to telegraph to you with further

instructions in the near future. But we feel that a considered view can only be formed on the basis of the detailed appreciation contained in the enclosed papers and we are particularly anxious that these should be in the possession of Commonwealth Governments as soon as
