16 Auxiliary patrol vessels to be requis- itioned locally for harbour patrols and examination service.
1 Hospital carrier (for use by all three services).
It should be noted that crews maintenance staffs and administrative backing for (c) (d) and (e) above cannot be provided from station resources. Immobilisation or reduced efficiency of fleet units to meet these requirements is not acceptable at present in view of commitments which might arise elsewhere con- currently with an attack on Hong Kong.

Hong Kong Defence Force.
In calculating the above requirements for all services no account has been taken of the military form- ations of the H.K.D.F. since the attack may be delivered before these have reached an effective standard of train- ing.
20.
Headquarters Staffs.
In addition to the requirements stated above all services will need additions to H. Q. staffs proport- ionate to their increased responsibilities.
21.
The Civil Aspect.
In order that the military forces listed above may be fully effective it is essential that the Civil Administration shall be able to ensure the internal security of the colony. Measures to this end have been under discussion with the Governor.
