with the Secretary of State for War and the Secretary of State for Commonwealth Relations, to make the necessary shipping arrangements if possible without disturbing the planned trooping programme.

Invited the Secretary of State for Commonwealth Relations, in consultation with the Secretary of State for Foreign Affairs and the Minister of Defence, to arrange for the Commonwealth Governments to be kept informed of all steps taken to reinforce Hong Kong.
(8) Invited the Chiefs of Staff to prepare a fresh
appreciation of the extent of the threat that was likely to develop against Hong Kong.
