Draft Report by the Joint Planning Staff
In anticipation of instructions we have, in consulatation with the Joint Intelligence Committee: -
(a)
(b)
(c)
assessed the threat likely to develop against Hong Kong and the Leased Territories should the Communists secure control of virtually the whole of China;
examined whether Hong Kong can be defended against the threat by the present garrison together with the planned reinforcement;
considered what further military action is required.
We have consulted the Colonial Office.
Our report, which has been prepared at short
notice, is composed as follows:-
Annex I The Threat to Hong Kong
Annex II The Defence of Hong Kong.
Recommendation

We recommend that our report at Annex I and II, if approved, be submitted to the Defence Committee.
