Dear Zvegintzov,
I feel extremely grateful to you and Warner for the valuable discussion which we had this morning of various colonial defence problems.
I enclose as I agreed, a copy of a list which is approximately up to date showing
(a) existing imperial garrisons;
(b) existing local forces and
(e) the proposed scales of local
forces which the Chiefs of Staff are now about to examine.
It is this last list which I suggested that you and I should examine in detail at a further meting, which I suggest might now take place as soon as you can find convenient next week.
I also enclose a copy of the Clonial Office paper which I mentioned on "Plans for the Defence of Hong Kong in the present
mergency", which we have put in for the consideration of the Chiefs of Staff.
