Problem of "Cella".

We should develop "cells" and continuously exvipnd the party and increase new blood. However, we are not after quantity – quality and not quan- tity that counts. Today has arrived the climax of struggle. Organise various "Struggle" move- ments with great boldness.

Objects for Absorption.

We have recently discovered presence of many im- pure elements in our party. The class origin of prospective members should be clarified. We should distinguish between those who are revol- utionary and those who are capable of counter- revolutionary. In the course of "struggle" move- ments, if we discover any good men, we should absorb them providing attention is paid to under- mentioned matters :

Genuinely working for the masses and the Revolution.

Having prestiže among the masses und falling in line with them.

Showing indications of executing the party's policy during course of work.

cipline and do not act dontrary to the musses' opinion.

After seeing that the prospective members possess the above conditions, we direct our attention to :

Class element,

(2) Personal history,

(3) Deepen their education,

(4) Assisting them in securing a proletarian and honest

outlook.

During the Sino-Jupunese War, there was an influx into our party, and consequently many members were without a proletarian out- look and had only an outlook of nationalism. Apart from this, many joined the party because of sentimental reasons. It is now demunded that:

Members responsible for education be serious in their task;

und

"Cells" be also serious.

Until and unless everything is clarified, no one will be ad- mitted into the purty. In doing so, the necessary rituals must be observed; candidates must take the oath in front of portruits or the Four Leaders; and members supervising the outh-taking must ex- plain clearly the Party's Discipline to candidates concerned. This accomplished, the candidates them become "Renerve Members" of the party. The "Transfer Proceedure" should also be strictly observed,
