Contributions must not hurt the middle-class peasants. What- ever borrowed from the latter should be returned. Borrow from the rich families. Do not discuss politics'in the beginning; use threats. If they fail to pay, arrest them during the nighttime. This task is to be undertaken by the Army Supply Section, cadres of which must be technical men who have both military and operational knowledge. Transform from an illegal form to a legitimate one. Carry out activities on a larger scale. Although living in the hills is secure, we cannot collect any taxes if we do not go to the rich areas and lines of communications. If and when Peace Preservation Corps units are present, resort to fight and plunder. When payments are regularly made, begin talks about our policy. Make out taxation receipts. Create middle men and give them some commission. This will ensure us a continuous stream of middle-men to be used. To install fear, we must bring immediate pressure to bear on those who refuse to pay. Collect from land and water Taxation rates.
Beating-up of bad eggs. Confiscate their rice; arrest them; force them to contribute arms. Sometimes execute them after receipt of payments; but release those who repent.
Regarding treatment, men and officers are equal. Separate allowances may be made according to income and rank.
