Subject: APPRECIATION - DEFENCE OF HONG KONG.
Attached is a Draft Paper on which I hope that plans for a Combined Defence Scheme might be based. There are two points regarding the paper which I think worth mentioning
now.
COMMUNICATIONS:-
The question of opening roads and repairing tracks in the NEW TERRITORIES is being dealt with separately.
INTERNAL SECURITY AND EXTERNAL THREAT: -
It is apparent that in the event of Internal Security trouble accompanied by an external threat there will be very few troops to spare for Internal Security duties. It is therefore of great importance that the Civil Defence Scheme be completed at an early date and that it is practised by all concerned.
I would be grateful for any comments you may have on this paper.
Perhaps we could discuss it at our next Service Commanders' Conference.
