This memorandum was prepared by my Political Adviser primarily as background for dealing with future problems. In no case is there necessity for immediate action. It is hoped that this memorandum will provide you with some idea of the problems with which this administration is likely to be faced, and the manner in which it is proposed to deal with them.

As regards Section V, Chinese Official Representation in Hong Kong, it was later decided to make this the subject of a separate paper, which is now almost complete, and will be forwarded to you very shortly.

I should be grateful to learn in due course whether the general policy revealed in this memorandum meets with your approval.
