addressed to Governor, Singapore, I have authorised him to take action proposed in his selegram No.309 (doubtlesa repeated to you).

The way is now open to you to take action against the China Democratic League as proposed in paragraph 2 of your telegram No.486,(please confirm that this action will be taken on 6th May) and to introduce your new bill on the 19th May.

As regards text of your proposed legislation, you will no doubt baar in mind observations of my legal. adviser in Colonial Office telegram No.479. I shall also wish to comment on the text of the Rong Kong Bill, and it may be that these comments, which will be sent very shortly, will be of assistance to you in considering form of fresh legislation.
