Singapore Law Officers have studied carefully

While they agree tha comments of your Legal Adviser. that amendments suggested would constitute improvements, past experience has shown that proposed action is not likaly to be challenged. I am therefore taking action to public withdrawal of exemption in respect of Kuomintang and C.D.L. on 9th May (repeat 9th May) and to issus pres8 notics. Postponement is necessary to avoid possibility of error that might occur by precipitato action.

2. As yet activities of Kuomintang hare not been Buch as to justify refusal of registration under Section 4(4) of Ordinance. Any application, if presented, would have to be considered in the light of circumstances at the time. If refusal was thought to be necessary and justified, I would, as is suggested, stall pending

clarification of i38098, will be presented.
