INTELLIGENCE ORGANISATION

I attach a "copy of a telegram from the Governor of

Hong Kong to the Colonial Office asking that an experienced Intelligence Bureau (i.e. Special Branch) expert should be sent to Hong Kong to advise on the civil intelligence system; and also that an experienced Intelligence Officer should be borne on the staff of the Commander, British Forces, Hong Kong.

This telegram resulted from the recent visit of the Minister of Defence to Hong-Kong, and the items are referred to in the Memorandum by the Minister of Defence on his visit which has been circulated to the Cabinet.)

The Chiefs of Staff are considering the draft directive to the Commander, British Forces, Hong Kong prepared by the Joint Planning Staff*, at their meeting this afternoon, Monday, 20th June.

The Chairman has asked that this telegram be placed on the agenda for your meeting (Directors) on Friday, 24th June, 1949, which the head of the Eastern Section of the Colonial Office has been invited to attend.
