It is not quite clear from first paragraph

exactly what kind of expert you have in mind.

But after a long talk with Air Marshal Elliot

(who discussed the matter with you) and with

Sillitoe (Director of Security Intelligence

Service) my own personal view is that it

would be most helpful to you if you could

have an opportunity of discussing your

intelligence problems with Sillitoe himself

who, of course has an unrivalled experience

of these matters.

Sillitoe would be quite prepared to come

if you think that such a visit would be

helpful.

But this would require the

authority of the Prime Minister on the

submission of S. of S. and before submitting

to Ministers I should be glad to know whether

you would welcome a visit by Sillitoe.
