TOP SECRET and Personal.
Following from Lloyd.
Your telegram No.581.
But
It is not quite clear from first paragraph exactly what kind of expert you have in mind. after a long talk with Air Marshal Elliot (who discussed the matter with you) and with Sillitos (Director of Security Intelligence Service) my own personal view is that it would be most helpful to you if you could have an opportunity of discussing your intelligence problema with Sillitoe himself who, at courge has an unrivalled experience of these matters.
2.
Sillitoe would be quite prepared to some if you think that such a visit would be helpful. But this would require the authority of the Prime Minister on the submiasion of Secretary of State and before submitting to Ninisters I should be glad to know whether you would welcome e visit by Billitoe.
3.
Such a visit would be most useful if it coinoided, as you have auggested, with that of Johnsen, who is due to leave here on 16th July, Greteral therefore for very early reply so that Sillitos if he is to come may complete necessary inoculations before the 16th of July.
1.
Your paragraph 2. In discussion between D.M.I. and Footing It was agreed that latter should forta his own opinion of what is required after discussion in Hong Kong.
