I enclose, as promised, a copy of the Secretary of state's minute to the Frime liinister. The Private Secretary has parted with this with some reluctance, as it is strictly against the rules for us to
distribute copies of such minutes. Co would you reguard the enclosed as for your personal information, and, if you can avoid it, not disclose to any third party the fact that you have seen it?
I gather that Lloyd has already sent you copies of the telegrams to and from Hong Kong of which we moke this morning.
