(e) Information in the possession of Government shows the Malayan Communist Party are planning to establish where practicable underground trade unions in place of those which have closed down on the disappearance of their leaders. It is thereicre very desirable that no steps should be taken at this juncture to resuscitate these defunct unions, as such action will create for the bandits the very means for which they are looking to carry out their intentions.
It would be very difficult for the Communists themselves to revive the se unions, but it would be a simple matter, once they were re-formed, for their officers to be intimidated by the Communists who would thus be given the opportunity of taking control and securing funds.
