Following is text of suggested draft

statement.

Rebublic

Government of Républican China and His Majesty's Government in the United Kingdom have been considering an amicable and reasonable settlement of the controversylwhich has recently arisen in connexion with the old city of Kowloon. Both Governments having throughout maintained their claims in good faith consider the issue does not warrant a dispute between the two peace-loving peoples with a long traditional friendship.

With a view to eliminating this potential source of friction the two Governments have mutually agreed that the whol area) in which the old walled city of Kowloon was situated/should be converted into a Garden of Remembrance' to be dedicated in

( perpetuity to the sacred memory of Allied nationals

who lost their lives in the common cause against Japanese aggression. It has also been agreed that safe- keeping and administration of this Garden of Remembrance should be entrusted to & Committee of Custodians of ten persons of whom five should be appointed by each of the two Governments from the llied nationals resident in Hong Kong willing to Serve in this capacity without remuneration, rules of procedure of t is Committee being separately determined by mutual agreement between the two Governments. Cost of construction and maintenance of the Garien of Remembrance as well as of a memorial which it is proposed to erect symbolising the purpose connected with Garden will be jointly borne in equal proportions by the Chinese Government and the Government of Hong Kong.
