I understand from Mr. Scarlett that there is

a telegram in from Nanking reporting on the meeting between the Ambassador and the Chinese Minister for Foreign Affairs on the 18th February, referred to in paragraph 2 of Nanking telegram at No.166. The gist of this telegram is that the Foreign Minister pressed for the Garden to be put under the sole control of the Chinese. The Ambassador then made the compromise proposal for a joint Committee, which the Minister for Foreign Affairs promised to think over. I believe, however, that the telegram indicates that the prospects of Chinese agreement to the Garden of Remembrance, even with the compromise proposal as regards control, are not very bright.
