I took up these matters with Minister for Foreign Affairs this afternoon. He promised to go into them carefully and to do what he could.

2. While I was talking to the Minister, disturbing reports from Canton (see my immediate preceding telegram) reached me. I made a strong verbal protest to Minister, reserved position of His Majesty's Government regarding compensation for injury to persons and damage to property, and requested that all possible measures should immediately be taken throughout China for adequate protection of British subjects and their property.

3. The Minister expressed profound regret and undertook to have instructions sent immediately to Governor Soong in Canton in sense desired. Instructions to prevent disorder had already been sent to Peking and Tien-Tsin, These would be

repeated and also sent to competent authorities in all other provinces.
