Will you please refer to Courtenay Young's letter to me No. 3. F. 94/4/70/B.3b of the
28th February about the entry of Indian civilians into Hong Kong. Before writing this letter
Courtenay Young had asked me whether I would obtain a copy of a S. E. A. C. directive which had been referred to in a telegram from the Governor of Hong Kong as No. 171/CA of the 23rd of January, 1946. We had to write to Hong Kong for copies of this document and it now appears that the wrong reference number was given and that a copy of the document referred to was in fact distributed to you in February of last year. The document is numbered 124/Far East/36 and was issued from C.A.1. war Office on the 7th of February, 1946 and is called "Control of Civilian Travel to Territories within South East Asia Command." Perhaps you would let me know whether you already have a copy of this directive in order to save unnecessary copying in this Department.
