Thank you for your 54145/13/47 of 31st March, 1947. I am very sorry indeed that we have given you all this trouble and I am now rather ashamed to admit that a copy of the document called "Control of Civilian Travel to Territories within South East Asia Command" is already in our possession. Whether this actually was the directive to which Courtenay referred I cannot say, but I shall ask him on his return from the Far East.
