CONTROL OF CIVILIAN TRAVEL TO TERRITORIES UNDER MILITARY ADMINISTRATION IN SOUTH

EAST ASIA.

PERSONS WHO MUST OBTAIN PERMITS

1(a) other than the exceptions mentioned below, no

person will be allowed to enter any territory in South East Asia under Allied Military Administration unless in possession of a South East Asia Permit issued by a qualified authority as defined in para 3 below and endorsed for entry into the territory concerned.

(b) Sub para (a) above also includes persons travelling

from one territory under Allied Military Administration in South East Asia to another by sea, land or air.

(c) Exceptions:

(i) British, US, Dutch, French and Chinese

Service personnel on duty.

(ii) Diplomatic and Consular personnel on duty.

(iii) War Correspondents holding War Correspondents

Licenses, and who are accredited to the Forces in South East Asia.

(iv) Merchant Seamen on ships articles.

(v)

UNRRA officials.

TERRITORIES FOR WHICH SOUTH EAST ASIA PERMITS ARE REQUIRED.

At present South East Asia Permits are required for :

a) MALAYA

b

BRITISH BORNEO (incl. SARAWAK)

c) HONG KONG

a) NETERLANDS INDIES and TERRITORIES WITHIN SOUTH EAST ASIA

COMMAND

(c) FRENCH INDO-CHINA (areas occupied by South East Asia

forces.
