I have been unable to obtain a copy of S.E.A.C. Directive No. 171/C.A. of 23rd January, 1946. if copy may be forwarded by air mail.
2. I understand that similar problems have arisen in Singapore and Malayan Union though I have not yet received recommendations from Governors of those territories. Pending decision as to general policy for Far Eastern territories I consider that some system of prior reference should be retained. Meanwhile Government of India might be informed that restoration of pre-war arrangements is under consideration.
