make against your own Department. What have you got to

say in regard to that?

Simply what I said before, that there is every

reason to believe, so far as a man is capable of

seeing and judging, with his eyes open, as he goes

about week after week, that corruption has existed in

the Department. I would not say it does now, but it

has existed.

What is your idea of making a lime concrete, and making

a concrete with lime, red earth and stone, and adding

a certain percentage of cement to it ?

My experience is that it very much improves it.
