I was thinking that possibly Inspector Allen might have made out a bill før Foo Sik, and he had been told not

to.

It says here that the bills must be made out in Poo sik's name, or by Foo Sik himself.

I think there was something of this sort happened: Foo Sik had a subcontractor, and the bills were made out in his name I think, but the Government had a contract with Foo Sik, and therefore the bills had to be made out in the name of the Government contractor, even although he may have subcontracted the work. I think

that was it.
