to accept this, but to say that an increase in the Trade Union allocation should be kept carefully in mind, and that you hope it will be possible when the distribution of nominated seats is reviewed.

I have passed draft C, and submit drafts B and X for your approval. The latter is intended for publication together with Sir M.Young's numbered despatch of the 22nd of October last, subject to modification of its terms in ways which have been agreed with him. It is not, I submit, necessary to print these despatches as a N.P.P. and it will suffice, as Mr.Mayle has suggested, to put copies of them in the Library of the House, and to arrange for a Parliamentary Question, the answer to which will draw attention to these documents.

If you approve of the drafts the action will be:-

(a) Telegram as in draft B to issue.

(b) The despatch (draft X) to be shown to Sir M.Young

who is due here at the end of the week, and then to issue subject to any comments the Treasury or Foreign Office may have after considering the copies already with them.

(c) Arrange a Parliamentary Question and the rearter

lay in the House as suggested above.

(d) Information Department/have copies of both

documents and to arrange publicity.

(e) Mr.Mayle to invite the China Association to call and to explain the position to them as he has suggested.

This was recovered to attach (at No.57) a letter from Sir A.Grantham and the minutes thereon (No.58).

I agree that in the light of the Governor Designate's views, and of those previously expressed by Sir M. Young (paragraph 1 of No.49) we should amend the wording of paragraph 3(a) of draft X. Mr. Seel's new form of wording seems to me to cover the point very well, and I have adopted this in the draft.

Now submitted for the Secretary of State's consideration.
