At the end of April you approved the draft of a long saving telegram (No:30) raising a number of points on the proposals for constitutional changes in Hong Kong, and outlining the despatch which, subject to settlement, of those points, you intended to address to the Governor.

The Governor answered very promptly (see No.49) accepting most of your suggestions. The main point of difference is over the number of seats to be allocated to the Trade Unions. You had suggested that they should be given three out of the five nominations which Chinese bodies are to exercise, but the Governor sees the greatest objection to giving them more than two.
