It has been suggested that absence of

any reference to New Territories as such in

proposed announcement in my telegram No.330

might be misinterpreted as an indication

that we are expecting to have to agree to

the termination of the lease of the New

Territories in the near future.

2. I consider that it would be desirable

to cover this point and I propose to insert

at the end of paragraph (a) in the draft

announcement in my telegram No.330 the

following words substituting a comma for the

fullstop after the word "Kowloon".

Insertion begins: "but not that area of the

New Territories outside Kowloon which by

reason of its rural character is not ei

suitable for inclusion in the area to
