I will reply shortly on detailed points in your telegram No.329 end, meanwhile, I have only one sugge a ti on to offer on the terms of announcement which you propose to make on the 5th March.

It is known locally that consultations which I undertook in accordance with your predecessor's instructions, were concluded by about the ond of September, and it ie, I thick, generally, believed that my recommendationa wers not long delayed thereafter, while Members of the Executive Council know that my conclusions were embodiad in my despatch No.145 of 22nd October,1946.
3. Consequently, I suggest that there should be sons alterations in the wording of sentence beginning "Since that time" and containing expression "continuously engaged" and he has now come to the conclusion that".
