8. I hope that on receipt of your reply I shall be in position to send open reply to your despatch No.145 which can be published with that despatch. Following points have been raised here from publication `aspect:-

Under mentioned passages in your despatch might give rise to unnecessary controversy and misunderstanding and it might therefore be desirable to delete them before publication.

(a) From "although" in line 2 of paragraph 2 to "it"

in line 4 of that paragraph.

(b) Last two sentences of paragraph 9.

(c) In paragraph 15 from "Suggestion" to "in the

second" and "adhere to my original proposals and".

II. Reference in paragraph 8 to discussions with Chinese representative bodies and/or mention of their names might embarrass those bodies or affect their ability or willingness to co-operate in the future. this is likely reference might be amended and names deleted.
