You will no doubt have on record

a copy of Young's letter to me of the

15th May enclosing an editorial from the "Hong Kong Telegraph" on the subject of

Hong Kong constitutional changes.

We are doing our best to get the terms

of the open reply to Young's despatch

settled as quickly as possible so that they

may both be published, and I hope that when

Young calls to see me I shall be able to tell

him that arrangements have been made for

Although Young refers in his letter to

the Parliamentary announcement of the

acceptance of his proposals, which was made

on the 5th March, there is no reference to

this announcement in the editorial itself.

On the contrary, the editorial conveys

a very definite impression that no decision

whatsoever has been taken on the Constitution/

proposals.
