These are interdependent and have been suggested
in order to avoid any reference to racial

qualifications, which we felt on the whole to
be the best 'course from the point of view of

Our reason for suggesting this amendment is
that the Foreign Office thought there was some
danger of the Chinese Government wondering whether the third sentence, as originally."
drafted, might connote a provision for a
possible curtailment of the lease of the New
Territories. They therefore suggested that it
might in the circumstances be better to define
more explicitly the usual condition attached to
the grant of leases in those territories. We felt there was substance in this suggestion, the
re-wording 'now proposed has been agreed with
the Foreign Office.
