(a) Paragraph 17(e) and paragraph 24(vi)

These are interdependent and have been suggested

in order to avoid any reference to racial

differentiation in the matter of residential

qualifications, which we felt on the whole to

be the best 'course from the point of view of

international presentation:

(b) Paragraph 25

This amendment is consequential upon those

in (a) above.

(c) Paragraph 37

Our reason for suggesting this amendment is

that the Foreign Office thought there was some

danger of the Chinese Government wondering whether the third sentence, as originally."

drafted, might connote a provision for a

possible curtailment of the lease of the New

Territories. They therefore suggested that it

might in the circumstances be better to define

more explicitly the usual condition attached to

the grant of leases in those territories. We felt there was substance in this suggestion, the

re-wording 'now proposed has been agreed with

the Foreign Office.

We have no spare copies readily available of the

original enclosures to your despatch of last October,

but I ime you have a copy with you. I should therefore

add that we have also suggested that the following

amendments should be made to enclosure 7 to that despatch

(The Extent and Exercise of the Franchise): -

(a) Paragraph.4:

on page 2:

Deletion of last sentence

(b) Paragraph 7: The insertión of the word "local"

before "Portuguese" in the second sub-paragraph:

(c) Paragraph 2: The deletion of the last sub-
