You will be glad to know that arrangements have now been made for your despatch No.145 of the 22nd October last and Mr. Creech Jones' despatch to Hong Kong No.222 of the 3rd July to be published in Hong Kong on the morning of Thursday, 24th July. Copies are being placed in the Library of the House of Commons to-morrow afternoon, and an u same the Secretary of State is being asked in the House by Mr. Rees-Williams what is the present position with regard to the proposed Constitution- al changes in Hong Kong. To this Mr. Creech Jones will reply in the following terms: -

"I informed the House on March the 5th of my general agreement with the recommendations of the late Governor, Sir Mark Young, for the establishment of a Municipal Council and a modification in the constitution of the Legislative Council. Earlier this month I sent to the Acting Governor of Hong Kong a despatch containing my detailed comments on those recommendations, and authorised him to proceed at once with all preparations necessary to put them into effect. I have arranged for copies
of the despatches in question to be placed in the Library of the House.
