Reference my telephone conversation with a member of your Library staff this moming, I am forwarding herewith by hand and under urgent cover, two copies of Sir Mark Yomg's Dispatch No.145 of 22 October 1940, vith enclosures, and two copies of the Secretary of State'a Dispatch to Hang Kang No.222 of 3rd July 1947, on the subject of constitutional changes in Hong Kong.

In reply to a question which is being put to him in the House of Carmans this aftemcon by the Member for Croydon South, ir.Creach Janas intends to draw attention to the fact that copies of these documents have been placed in the Library of the House.
