Wang Shih-chieh also revealed that the Foreign

Ministry had already initiated official negotiations with Portugal for the return of Macao. So far, no result has been achieved.

Wang said that since the PPC had passed a resolution calling upon the Government to ask for the return of Macao, the Foreign Ministry had started negotiations with the Portuguese Minister to Nanking. He said he verbally asked for the return of Macao and pointed out to the Portuguese Minister that Portugal had a bad record as a neutral during the war. He said the Portuguese Minister replied that the Portuguese did their utmost to maintain strict neutrality though she was forced into some improper actions by heavy Axis pressure.

The Portuguese Minister also claimed that the Portuguese Government in Macao had done a good job in protecting Chinese nationals during the war. Wang said a record had been made of the talk with the Portuguese Minister who up till now has not given a favorable reply. He said the Fortuguese Minister had pointed out that the Portuguese Government's main considerations in the Macao problem does not lie in Macao itself, but in its effect on the future of other Portguese colonies in India and elsewhere. Wang said the Government is still pursuing the matter.
