After this unsatisfactory interview Senhor Fonseca had drafted two notes to the Ministry of Foreign Affairs which he showed me and begged for my advice. The first was a curt protest at the distortion by the press of the original conversation which he had had with Dr. Wang, and the second was
a longer note putting quite reasonably his record of the conversation in question. I advised him not to send in the first note, pointing out that the Chinese Government had issued a flat dementi and had thus removed the ground for any protest. I continued by saying that I thought he had ground for seeking confirmation of the correctness of his record of the conversation and I saw no objection to his putting in something on the lines of the second note. It seemed doubtful to me, however, whether he would get any satisfaction and then it would be for his Government to decide whether they desired to press the matter. Senhor Fonseca agreed with me and announced his intention of putting the matter to his Government.
