the fact that Your Petitioner's personal security is involved :-
(1) That as a matter of policy, the surrender of Your Petitioner
in the circumstances outlined will clearly denote to every
Chinese in Hong Kong and to every thinking Chinese in China
a sign of weakness on the part of the British Authorities
in response to any demand or threat by the Chinese Government
(2) That at a moment when every Chinese in Hong Kong is wavering
between his loyalty to China and his loyalty to Hong Kong as
his birth-place and as the Colony where the British authorit-
les had afforded him the fullest of protection and security
against graft, blackmail and political autocracy, Your
Petitioner's surrender, in spite of his claim to Hong Kong
birth and Hong Kong life long residence is tantamount to a
denial of such security and to a pointer to every Hong Kong
Chinese as to where his interests can be best served.
(3) That Your Petitioner's surrender will be the final nail
hammered into the foffin of a completely free Chinese press
in a British Hong Kong.
And Your Petitioner as in duty bound will ever pray, etc.
