(e) he should have one of the following prevorty qualifies time
namely :-
(i) he should be the occupier of premises within the
Municipality of Singpore of an assessed annual value of not less than $180.00; or
(ii) he should be the pccupier of part of premises within
the Municipality of Singapore for which he pays a monthly rent of not less than $15.00; or (iii) he should be the occupier of or lodger in premises
within the Municipality of Singapore for which he pays a monthly, sum of not less than $60.00 in respect of board and lodging.

In regard to the qualifying figure to be fixed for the annual value of a house in the case of a ratepayer, Mr. Tan Chin Tuan suggested that the qualifying figure should be sixty dollars. Mr. Bartley however, considered that the figure suggested by Mr. Ton was below present day standard. based on the rentals ruling in 1896 which were about one third the present rentals. He considered that on ennual value of one hundred and sighty dollars should be the qualification. The Chairman .considered this question to be one of importance affecting large number of people and deferred it for further discussion in due course.

The meeting also considered the following qualifications for electors
(1) Means
(2) Literacy
(3)
Clean criminal record.
It was agreed that the property qualification already decided upon was sufficient. There was therefore no necessity of any further "means" qualification. On literacy tests the meeting considered this of no great importance in the case of an elector, and need not be included. Similarly the question of criminal record could be left out.
The questions of detailed provisions regarding registration of Electors and any additional recommendation under item 9 of th.. Terms of Reference were left over to the next meeting.
