Section 153 provided that no cubicle or room should be

constructed or maintained within any storey of a

d omeatia building hereafter erected, unless such

cubicle or room was provided with a window, &c. That

you will notice says "hereafter erected". Then 154

required cubicles or rooms in existing buildings to

have windows or skylights.

Did you not advise the Government that Ordinance No 1

of 1903 would permit of two cubicles being erected on

each floor, except the ground floor ?

The only explanation I can suggest which may have

given ground for the question is that I may have

advised that a cubicle could be obtained round one of

the front windows of a house, and if the yard was big

enough, a second cubicle around the window into the

back yard.

Did you ever study that question, practically, by (5.993 actually visiting Chinese houses, with a view to understanding exactly what effect the Ordinance would

have on cubiolss ?
