That is what they are supposed to do. All the complaints should go up to the Senior Inspector for him, according
to the Standing Orders, to report to that effect to the M. 0. H. and for the contractor to be brought
before the M. 0. H. or the Secretary. to be dealt with
by them.

Well, that cannot be prevented if a man only walks up direct to the M. 0. H's office. But if it is a case
concerning work, he will first approach the Senior Inspector. I have seen in cases that he was asked not to sao the M. 0. H. but that he would deal with it
